Keegan Daniel of South Africa and Lionel Beauxis of France are the other nominees in the U21 category.
Australians Anthony Faingaa and Josh Holmes have been nominated for U19 Player of the Year alongside Victor Vito of New Zealand.
Steffan Basson (South Africa), Uale Mai (Samoa) and Mathew Tait (England) have all been nominated for IRB Sevens Player of the Year.
The Awards will be presented at Glasgow’s historic Kelvingrove Art Gallery and Museum on 26 November.
